HOW DO YOU CHANGE THE LANGUAGE?!

This is the thing that pisses me off. How no matter what site I'm on, English NEVER is the default language. I dont know if it's just me but it's really getting on my nerves.

I went on google to find ways to change the language but just got http://www.blogger.com/language.g. I changed it to English but the dates and stuff on the blog still wasn't English. I think the link above only changes the systematic language where as I need to change the actual settings of my blog. For example a french person living in NZ would like to view his blog in French but want others to see the blog in English. I dont know WHY but it just is.

Well if your having the same problem, I HAVE THE SOLUTION! Gawd I spent like 10 minutes hunting around JUST to change the f ing language.
